18. Identity Verification Collection Notice
Identity verification collection notice
This notice explains how Money Pars Pty Ltd (ABN 27 603 816 897), trading as MoneyPars (we, us, our), collects, uses, discloses and stores your personal information to verify your identity documents using the Attorney-General’s Department’s Document Verification Service (DVS). A DVS check will only occur with your express consent.
We handle your personal information in accordance with applicable obligations under the Privacy Act 1988 (Cth), including the Australian Privacy Principles (APPs), and the Identity Verification Services Act 2023 (Cth) (IVS Act).
If you need this notice in another format, such as large print, or need assistance due to your circumstances, please contact us using the details below.
Why we collect your personal information
We collect identity information to identify and verify customers before providing currency exchange and money transfer services and to meet our applicable customer due diligence obligations under the Anti-Money Laundering and Counter-Terrorism Financing Act 2006 (Cth). Related purposes include maintaining required compliance records and preventing identity fraud. Information provided for identity verification is not used for marketing, online tracking or profiling.
How we handle your personal information
We collect information directly from you through our website, online or written forms, visits to our office and communications with us. This includes identifying details from your passport or driver licence and the document images you provide.
For a DVS check, the relevant identity details are sent through an authorised identity verification service provider to the DVS Hub, administered by the Attorney-General’s Department. They are matched against official records held by the government agency responsible for issuing the document (the document issuer). The DVS Hub returns a response indicating whether those details match the official records.
We retain the document copies you provide after the check, together with relevant consent and verification records, for as long as needed for the verification, customer due diligence and record-keeping purposes described above and for applicable legal retention periods. They are not automatically deleted when the check finishes. Requests about retention or deletion can be made to our Privacy Officer.
Within MoneyPars, access to uploaded identity document images is limited to Hamid Mahdizadeh. This internal access arrangement is separate from necessary processing by our authorised verification and technology service providers and disclosures required by law.
How the Attorney-General’s Department handles your information
The DVS Hub facilitates the transfer of information between the requesting organisation and the document issuer. In the ordinary automated matching process, the Hub does not retain the personal information transmitted and the Department cannot view or edit that information. The verification assistance process described below is different.
The Department engages a third-party managed service provider for the DVS. That provider must comply with APP requirements and security standards that limit use and disclosure to defined purposes, including performing its contract with the Department and complying with a request under section 95C of the Privacy Act.
The Department is authorised under the IVS Act to operate the DVS Hub for identity verification. More information is available in its Identity Verification Services Privacy Statement.
How the document issuer handles your information
The Department shares the details through the DVS Hub with the government agency that issued your identity document so they can be checked against its official records. The issuer already holds your personal information in those records and handles it under its own privacy policy and legal obligations.
If you do not consent or provide information
You do not have to agree to electronic identity verification. If you do not consent, you may visit the MoneyPars office with your original identity documents for in-person verification. Contact us to arrange this alternative. You may also withdraw consent before an electronic check is carried out by contacting us.
We still need to satisfactorily verify your identity. If you do not provide the information necessary for this, we may be unable to open your account or provide currency exchange or money transfer services.
Other disclosures
Where necessary, relevant information may be disclosed to authorised identity verification providers and intermediary providers that connect us to the DVS Hub, technology providers supporting secure storage and operation of our services, and law-enforcement agencies or regulators where legally required or authorised.
We do not give overseas staff or overseas exchange partners access to uploaded identity document images. This does not mean that all technology infrastructure is located in Australia: service providers may operate infrastructure or process information overseas, as explained in the service-provider section of our Privacy Policy. Contact us for information about the providers and processing locations relevant to your information. The Department’s separate New Zealand disclosure circumstances are explained below.
The Department’s verification assistance service
If a check requires manual assistance and we request the Department’s assistance, with your express consent where required, the Department will collect personal information to help verify your identity documents through the DVS. It may disclose the information to the relevant document issuer for that purpose.
Where Australian law authorises collection, including under section 27 of the IVS Act, the Department may collect information from someone other than you. This notice explains that collection in accordance with APP 5. The Department handles that information in accordance with the Privacy Act.
If a document submitted for this assistance also contains information about other individuals, such as a Medicare card with multiple people listed, the Department assumes you have informed them and obtained their consent to disclosure. Their information is used only to verify the identity documents through the DVS and is otherwise handled in the same way as your information.
There may be disclosure to recipients in New Zealand where a New Zealand government agency or private organisation requests assistance to verify identity documents. If you do not provide the personal information needed by the Department, it cannot verify the documents through this assistance process. More information is available in the Department’s Identity Verification Services Privacy Statement linked above.
